In Edit Mode:
First go to: [GAME FOLDER]\update\x64\dlcpacks\ add folder " custom_maps " copy the " dlc.rpf " from Example DLC Pack in custom_maps
After That Copy Your new ymap.xml file to: [GAMEFOLDER]\update\x64\dlcpacks\custom_maps\dlc.rpf\x64\levels\gta5\_citye\maps\custom_maps.rpf\
Find: [GAME FOLDER]\update\update.rpf\common\data Left Click on: dlclist.xml Select: "Edit" add line: " <Item>dlcpacks:\custom_maps\</Item> "
it work very well only thing is that i dont see npc or car that the creator add too the map like for example Road Constructions 1.6 xml dont have any worker or truck only the object
