Like @ZeDiAm said, this is the only persistence mod that actually works. It's rough around the edges and takes a bit to set up but thank God it actually functions correctly.
Lately I've been studying programming so I can make my own persistence mod, but this will do very well in the meantime.
@FelixSG Thanks for the nice words man. I tried Felony and it works like a charm. I'm really loving it. I can't really blame the creators of this mod, it's really Rockstars fault. Their updates screw up everything good in this world. I'm pretty sure they hate modders.
Trying to install this mod was a waste of 2 hours. I tried everything to make it work. I'm going to take @FelixSG advice and install the Fine-Tuned Felony & Response mod. At least that isn't over a gig like this piece of sh#.
Avoid this mod to save yourself a headache. I used the Crime and Police Rebalance & Enhancement mod previously, it's pretty good, but I'm going to try the felony response mod that's been suggested. /rant over

Seriously this thing is more trouble than it's worth. Any other police mod will do you better than this.
