@Motors Garage found the issue with a little bit of digging, the <lightSettings value="x" /> in carvarations was the cause. I changed to "0" and can now see light from the headlights and taillights on the road surface. Maybe I'm missing a mod/dependency?
Is it just me that can't see light from the headlight/taillights?
