This mod allows for large pedestrian crowds and removes crucial limitations from the Rockstar Advanced Game Engine.
The mod was originally developed for Enhanced but has been ported to Legacy. Some features such as the 64bit heap support are limited.
------ Overview -------
The mod provides full customization of the following features of GTA5's Engine:
- Main Heap Size
- Resource Heap Size
- Pool Heap Size
- Ped Memory Budget
- Vehicle Memory Budget
- Ambient Ped Amount
- Scenario Ped Amount
- Ambient Vehicle Amount
- Parked Vehicle Amount
In addition, a variety of limitations have been removed from the game which prevented large crowds to spawn.
The mod was developed and tested for the latest GTA5 Legacy version on steam (10 Dec 2025).
It is recommended to have at least 8 GB of RAM and 4 GB of VRAM installed. If you run into performance issues, try lowering the spawn parameters in the XtremeTool.ini config file.

having this, and deputyryans effects overhaul side by side it's only the univers signalling me to Blow crowds of people up like a god damn terrorist, and that's exactly what I'm going to do.
With this tool would you have to consider modifications to setttings.xml? For example, I have my population, vehicle variety and vehicle density set to 2.5, but I'm guessing I'll have to scale that back?
It is definitely a bit crashy though, not sure if thats my game version or just the general vibe in legacy. I've tries turning down the multipliers to just 2 and messing with the memory values, seems to still happen...
So i dropped my settings in settings.xml to 1.0 and it seemed to have fixed my crashing issues within a minute of the game starting. Thank you for this!
Yeah man awesome I wanted this for mod for ever! works very well, of course it's not perfect its just a script and peds pop up from zero to 1000 in areas but still awesome. I had to decrease PED_SPAWN_AMBIENT_MULTIPLIER=20 to 18 because my pc is not the best, doing that no more crash, Very fun thank you!

After some more testing, I've found these to be the most optimized memory settings for legacy. If anyone finds otherwise please @ me, I'd love to further optimize
