@nemonico ooh i see now, I put in the line and added no peds and the game would load up without crashing. Then I put in one ped and it crashes now. Yeah that's an issue gonna need to be updated.
For anyone having their game crash, I was able to find the issue within the mod. In the dlclist.xml file (where you put in the "<Item>dlcpacks:\addonpeds\</Item>" line), the game would simply crash on the loading screen. By removing that line in the dlclist file, the game would load up without crashing. Unfortunately you can't use custom playermodels without that line. Its best to wait @Meth0d to update this mod
