The problem appears to be the custom_maps folder and that folder alone. If you remove that one folder, it works, but the drawback is thar you won't be able to use custom ymaps, so you'll have to use Menyoo or MapEditor instead for custom maps...

Trying to sort out the coordinates in OpenIV.
The map is solid when you land on it, but the entire map isn't north of San Andreas, it's actually directly ABOVE, hovering over. Changing the location coordinates in OpenIV to place it north of San Andreas is going to be painstaking...
