FIX FOR LATEST UPDATE (San Andreas Mercenaries):
1. Change the file extension from ".oiv" to ".zip" by renaming the file.
2. Open the ".zip" and go to content > gc
3. Replace the "gameconfig.xml" with a new one, such as https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars
4. Close the zip and rename the file back to ".oiv"
5. Install to "mods" folder using OpenIV package installer.
At this stage, I am unsure if this works for any OpenIV files other than the "VWE_Required.oiv" file.
