@TheBlackGamer4Real use openiv then go on GTAV\mods\update\update.rpf\x64\data\ carcols.ymt then right click then edit
@TheBlackGamer4Real you can change the color in the file carcols.ymt then edit <FontColorvalue="here"> then add this for white 0xFFFFFFFF and this for black 0xFF000000 then save

@Mystrix @OdinPagan sorry, I don't think I can do that, because GTA 5 doesn't support glowing license plate. but maybe there's a modder out there who wants to develop a glowing license plate i'm so glad with that.
