Weird, It's working for me with v17.0, 18, 18.1 and im using 18.2 right now.
I need only to change
ENABLEOPENCLOSEDDOORS = True
in "EnableAllInteriors.ini" to open the hayes auto door.

Ok, you can revert the name of "_bicycles.ini" to "bicycles.ini", it was just a test to know if the .ini files are in the correct folder.
And no, you need PDM mod, my files only modify the vehicles and the prices in the categories, they can be added or deleted.

Conclusion, I told you: Try to use any Trainer to spawn any vehicle from the new DLC, since I am sure you can't..
Apparently you don't have the new dlcs files active, maybe you are using an old 'dlclist.xml', you had mods installed with OpenIV before updating the game???
Try to rename 'mods' folder, im sure you updated the game but you have not updated the 'update\update.rpf\common\data\dlclist.xml'.. for this reason is not loading the new dlcpacks and you cannot use any new content.

How to install?
1. Open the .rar file
2. Drag the folder to your scripts folder, by default:
"C:\Program Files\Rockstar Games\Grand Theft Auto V\scripts\"
3. Replace

I said by default because a lot of ppl have the game installed in "\Program Files\" or "\Program Files (x86)\", maybe if you have the Steam version your path its something like this:
C:\Steam\steamapps\common\Grand Theft Auto V\scripts\

Idk where you have GTA V installed

@Asapas8 My last shot, try to rename temporarily "bicycles.ini" to "_bicycles.ini", and enter the game, if you can see bicycles in the store, you placed the .ini files incorrectly, because if you delete any file or any name inside the .ini's should disappear from the store.

@Asapas8 The "inductor" bicycle is from DLC Mercenaries, when you buy bicycles in the store, does it appear?
If the answer is yes, the rest of the vehicles should also appear :S
