Hmmm... I know it's not meant to be realistic but to me it's called,"Tinted Reality". Just sounds nice to me.
Could you make a video that shows off each of the ReShades/ENBs side-by-side? Would be really helpful to know what to choose. Thanks!

@Jitnaught What graphics mod are you using? Did you make it yourself? If so, would you ever think about uploading it? It looks effing amazing! Mod worked perfectly by the way. 11/10 :)
@Uunknownn If you know how, could you make it so players can pay their taxes through their phone or an ATM? Adds more realism overall. Nice mod by the way!
