Extract the following files to your Grand Theft Auto V/scripts folder:

Overview:
---------
- This mod is still in heavy development, but I feel it's at a spot that can use some playtesting.
- When committing crimes, pedestrians must witness the crime and call the police in order for you to gain a Wanted Level.
- A pedestrian's perception is based on a number of factors such as line of sight, height, close vicinity of the crime, and hearing.
For example, just because a pedestrian hears gunshots does not mean they are a witness.
- A pedestrian must be on foot to be a witness, so vehicle pedestrians will not become a witness. I am still determining the best way to implement this
for a future version.
- Using supressors on your weapons will lower the perception ability of both police and pedestrians.
- If committing crimes around a certain radius of the police, you will gain a Wanted Level equivelant to your crime. Police perception is higher than
pedestrians, though you can still murder cops if you are far enough away without gaining a Wanted Level.
- I have not played through many missions with this mod enabled, so feedback on issues is welcome.
Please give detailed accounts of the issue/mission/how the issue occured.
- Currently, only one witness is tracked at a time. I'm thinking of implementation for multiple witnesses,
although I am still determining how to balance this for gameplay.
- In the .ini are options for enabling/disabling a minimap witness notification, and an icon over the witnesses head.

@Maxoinx @littlefilms are you guys using the 1.1v? because mine had the same problem on 1.0v,
but after downloading the 1.1v it fixed the problem also imo this is much better because i dont want complete overhaul or settings changed this is perfect!
I think this gotta be my number 1 mod of all right now, this has been a huge help agains't the games ridiculous peds no matter what setting mods i use this is simply the best and so is the installation too!
Big thanks! Great mod and works pretty well together with FTFR.
One suggestion would be to also require a reporting for assaulting police and soldiers, those currently yield three stars immediately upon committing the crime.

Nice Mod but one question. I disabled the notifications in the .ini file but ingame it still shows me if I get reported. Can you help?
@YarikGork It's weird that it works for other people but not you. That usually means it's a user error. This means you didn't follow instructions that are set up so that a 5 year old child can install it.

Yeah, I can confirm that disabling notifications and markers doesn't work. This is my Crime_Witness.ini file:
[SETTINGS]
Toggle Map Notification=false
Toggle Floating Witness Marker=false
I'm definitely using 1.1, by the way. That's the only Crime Witness .zip on my hard drive. I still see the yellow triangle over witnesses and the text telling me that a witness is calling the police.

@Warburg_ When you have 'Pull me over' installed as well, "witnesses" will call the cops when you are speeding and report it as murder. Loved this mod up until I couldn't use it lol
Noticed a problem when using this with the trainers that spawn bodyguards is they will also count as witnesses and they will stop working the way they should and start running around in a panic when you commit a crime and even try to report you. :(
Amazing mod
The mods are still working... But the Setting or .ini files don't work.
Amazing mod, but interfere with some other mods that depend on certain specific reactions from peds, like Gang and Turf (gang members becoming witnesses if you shoot them) and the Fleeca Bank Heist (cashier running to call the police instead of going to the vault room). And yes, the ini settings are not being applied at all.
I hope the author decide to update this mod, because it adds just too much to the game and it's a must have.
works, but it interferes with the 24/7 store robberies. once you rob the store clerk, he runs away and reports the player for "murder"? and the player gets 1 star instead of 2 like normal.
There is a conflict with the hiring security mod with this mod. Can you create a mod so that when you hire bodyguards, they don't witness crimes and run away by calling the police?
Why when I am driving a car faster...then random npc reports me committing murder? Does this conflict with pull me over?
Mod is great. Conflicts with pull me over? Just disable the pull me over witness feature.
