For the installation it's pretty simple, you'll need OpenIV.

Launch the "edit mode"

Go to the folder:
mods / x64v.rpf / models / cdimages / streamedpeds_mp.rpf / mp_m_freemode_01

Replace the file [jbib_diff_000_g_uni.ytd] by the one provided in the archive in the "Texture" folder.

To wear it in game you need Menyoo. Change character for online player, Player Option / Model Changer / Multiplayer Models / Freemode Male.

You can find it on "Tops2 (Outer)" Type 0 Texture 6.
