OPTIONAL:
To get the best realism out of the Puerto Rican Plates, I suggest you install License Plate Changer located on the "Optional but Recommended" folder as it changes the License Plate Letters to: AAA-999 (3 Random Letters and 3 Random Numbers) which is used in real life.

UPDATE (01/18/23):
The new GTA 5 version ruined the specified directory for the license plates. Please install them in the following directory: Grand Theft Auto V\mods\update\x64\dlcpacks\patchday27ng\dlc.rpf\x64\levels\gta5\vehicles.rpf
I'm surprised you didn't scan the older Puerto Rico plate design, that featured El Morro in a black and white state. Well done, though!
