With Open IV
Go to C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\x64\dlcpacks\488gtb\dlc.rpf\x64\vehicles.rpf\
And Import 488gtb_sign_4.png into 488gtb.ytd
Then, to enable Liveries on the car, go to:
C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\update\x64\dlcpacks\488gtb\dlc.rpf\data
And Edit Vehicles.meta(XML) with a Notepad by adding FLAG_HAS_LIVERY in the section
(should be like this)
FLAG_HAS_LIVERY FLAG_SPORTS FLAG_RICH_CAR FLAG_NO_BROKEN_DOWN_SCENARIO FLAG_RECESSED_TAILLIGHT_CORONAS FLAG_HAS_INTERIOR_EXTRAS

For anyone who has problem with Livery spawn, after adding the FLAG_HAS_LIVERY into the Veichles.meta, they need to rename the .png file by changing the "number" at the end. In order to create a progressive 488gtb_sign_XX order.
For example:
if in the .ytd file there's only 488gtb_sign_1 (which is the blank one)
you have to import "Livery A" named as 488gtb_sign_2
and so on for other livery. (488gtb_sign_3, 488gtb_sign_4,...)
Sorry for this trouble.

Can't install it. Did everything right... but it's spawning without the livery :( But it looks nice!
@Automyco Are you using the same 488GTB model of the link? Maybe something gone wrong with FLAG tag in veiche.meta? I try spawn it with Simple trainer as well as Menyoo
