This is a mod that fixes some of the stealth issues in the game. You can kill civilians without getting police on you unless the crime is witnessed and reported. It also disables the ability for cats and dogs to call the police.
INSTALLATION
1. Install/Open OpenIV
2. Backup original files ( optional )
3.Add/Replace :
witnessinformation.meta
crimeinformation.meta
to : mods/common.rpf/data/ai
OR mods/update/update.rpf/common/data/ai
No issues found. Tested on 1.0.3095 game version.

@Mauluskus the author said that fix wheel turn back still works, try to update your script hookv to newest and scripthookvdotnet to nightly build

This should been on day 1 of GTA V. I still can't believe how horrible the original stealth and police system in this game is.
