WAIT A SECOND, THAT DOESN'T QUITE LOOK RIGHT!
Due to the way Rockstar set the signs up, they pool from a common font texture instead of being printed on the sign itself as an overlay texture. Some issues, like letter kerning or width being off, or descenders being cut short, are to be expected due to this. Unfortunately, short of redoing every sign in ZModeller, it would be impossible to make it look exactly right. I apologise for any instances where this causes someone's OCD to act up. It might also cause this sort of silliness: http://i.imgur.com/Y1bvfnN.png
In addition to the above, a few roadsigns have the alphabet texture embedded within the YDR itself, so this sadly doesn't modify those – thus, even after installation, there'll be a few signs with the original Highway Gothic typeface. (I might have also missed one or two skimming through the RPFs.)
(Before anyone asks, yes: the above section means I cannot change the text on the signs at all.)

@Think_Tank It's very possible, however I possess neither the skill nor the legal copy of ZModeller requred to do so.
The reason it's impossible to do a simple texture swap is Rockstar made a flat model for each letter of the signboards, and mapped it to that specific letter, as such: http://i.imgur.com/Ug2bZ8G.png
Each of those squares is a single letter texture mapped as a solid object, which is placed in front of the sign backing itself. That's how it's possible to change the font, but not the text itself.
In order to change that, I would need to map a single flat plane in ZModeller for both of those signs there and texture it in order to say what the sign should say (in the case of the sign on the left, "DEL PERRO FWY"). That's highly impractical (note I didn't say "impossible!") to redo for each and every one of the 230 or so signs across the state of San Andreas (and many of those have more than one sign attached).
As you can probably tell by the way I snapped earlier, I've not got a lot of patience these days; if I start a project on that magnitude I probably won't ever finish it.
Wingdings
eshenk want's to do replace the signs with LA ones, you should talk to him about that.
@Think_Tank You didn't read the description, did ye? I can tell.
Sixth paragraph: "(Before anyone asks, yes: the above section means I cannot change the text on the signs at all.) "
@EvilJackCarver I saw that. I told him about that. Not what i meant. I meant explain to him why in better detail than i could. I just meant tell him exactly why he can't do that. Anyways, you said that if you remake the model in ZEditor, you could make it look right. What about OpenIV's new model replacement feature? Could that allow for real street names?
@EvilJackCarver You didn't snap, you were fine. What about using 3ds max with https://www.gta5-mods.com/tools/gims-evo-with-gta-v-support with openiv's new model replacement feature? I don't even care about it, but I'm sure some beast of a modder would want to try it.
I wouldn't be able to say for certain; it's possible in theory, and everything is theoretical until it is done for the first time.
As I've never touched 3DS Max, though... I can't say. The closest thing to 3D modelling software I've opened more than twice is the Valve Hammer Editor, and even that's stretching it.
@EvilJackCarver What file do I need to use to change the boards with other boards? :)
Hi!...please ¿how edit roads name? example: "Paleto Bay ->" for "Tijuana México ->"
