The police and swat have had a budget cut. They can't afford guns and ammo, they carry nightsticks and fists only. The helicopter police are the only ones that have guns and they're sawn offs, so no big deal.
also gang members don't carry knives anymore, so you don't get stabbed in a punch up. But they will pull out guns if they are so inclined.
I find this mod fun if you want punch ups and brawls with the police like the warriors. First uploaded mod so enjoy
Installation: Run openIV go to update then update.rpf then common then data then ai and replace loadouts.meta.
Loadouts-1.meta removes all guns from the police.
Loadouts-2.meta is an optional file which removes all guns from police and gang members, hillbillies, those naked cult guys on the mountain .etc .etc
Loadouts-3.meta is another optional file which removes guns from gangs and police, swat now have guns. For some reason some swat still use fists and I can't figure out why.
Remember to back up your files in case you get bored of police with no weapons or if it goes wrong somehow.
Changelog. Removed an error that caused lagging when on higher wanted levels. Added a backup file.

@leo123123 Loadout 3 does that, it gives some swat guns.

@leo123123 The police use one loadout in the game, I can't change it to weapons without all of the police using them. I have tried to work out different ways of implementing features like that, but to no avail.

@heyzeus97 hey you can make version 1 star police using stungun , wanted star remain default ..... ok
@tuyetthan200 The police only use like two loadouts (Cop pistol and Cop shotgun), it doesn't matter what wanted level you have they will use the same two loadouts. So if I give them stunguns they will use them for all 5 stars. I have tried a few different methods but they all caused my game to lag a lot.

One request. If you still check this or if anyone continues to work on this who has a clue on how to create mods. Could you modify the gang loadouts to have more varied melee weapons? Hammer, knife, knuckle duster, etc. I just feel like this goes perfect with Streets Of Rage and that would be an awesome addition to it.

Hey the mod isn't working anymore. Tried out all the files and cops just continue spawning with guns that shoot. Can there be something I'm doing wrong?

I tried it at some time ago and it wasn't working at all for me as well. Seems this is usable only for the older patches of the game... It's really obsolete now...
@65536 Hey man, I haven't done any odding in this game for a while now, I didn't know my mod wasn't working for newer versions. I'll try and release an updated version now if you guys are still interested

is there a mod that actually brings back the 3d era cops system where cops would chase you with a nightstick when you get 1 star wanted level, or even drop some spike strip in 3 stars wanted level and even added the 6 stars wanted level when the army start getting involved in trying to taking down the player, and I also remember that back in the vice city there undercover cops going after you with a fast car.
